I just screwed on the extracting cap by hand and having done a couple of thousand miles on that, the cap is still in place. Remember the cap is under no force until you are extracting the cranks so it's only vibration that would cause it to come undone. A little threadlock should ease any such worries, or just leave it off until you need it? No problems since though. There are a lot of threads on various sites about FSA cranks coming loose so probably worth making sure it's properly tightened (Loctite is also recommended). The instructions reccomend using Loctite 641 on the interface between the left crankarm and spindle. I can understand Loctite for threads but it seems kind of hokey that Loctite is required there.

    The tension in the wavy washer is all that is maintaining the lateral position of the whole assembly. Is this some kind of self-centring mechanism. Fixed cups, adjustable cups, lockrings, loose bearings and square tapered axles were much simpler to understand. The difference in Q-factor in, say, 10% torque variation is going to be miniscule. Yeah, essentially this BB arrangement needs the cranks to provide the lateral locating in some way. A wavy washer - which is actully quite strong - works as well as anything else. The cranks are great btw, don't let any of this unnerve you, I've had about 2500 problem-free miles on mine. I can barely get the left crank on more than about half to three quarters of the way down with loads of the splines still showing. The fit just seems absolutely impossible. Got it about three quarters of the way on while off the bike but then took me two days and multiple attempts to get apart again, seems like if it goes on it'll never come off again. I know FSA have had bad reputation in the past for crank bolts coming loose, falling off etc. Do you think they have changed the fit too far in the opposite direction now and it's too tight?!! My current Ultegra cranks are trouble free for 7,000 miles, the other set has 17,000 miles and no problem. Main problem with this good looking FSA crankset is that one bolt both tightens the crankarm to the spindle and also sets the tightness of the whole assembly.I would say return it and get Shimano crankset from your local craigslist or Ebay if cost is an issue.You must see the bottom spindle lip (don't know how to explain it) sticking out of the BB. I would call it an engineering defect more than a manufacturing problem. I had an FSA crank before Loctite was recommended. The left arm started to move and there was no way to tighten it enough. I never installed that crank.First, I ground back the bushings (inside spacers) and caps of the MegaExpo bottom bracket so I could tighten the sh!t out of it onto my bikes frame without putting pressure on the bearings. Took some precise measuring to do this correctly. This narrowed the entire bracket a bit, but allowed me to tighten very well the left crank onto the axle, again, without pressing against the bearings as the crankarm pushed up against the end of the fingers on the spindle, not the bearings. However, I did need to leave off the very narrow washer on the left inside crank arm, otherwise it would push up against the bearings and cause resistance. In the end, this was a pain in the butt, but the crank turns very easily, smoothly and silently, and it is tightened on with near gorilla force and I do like the looks. However, next time I get an Ultegra SL (which I also have) as it just works. I’m guessing it’s because of the crank profile which is quite straight, they don’t curve away much from the pedal on their way towards the bb. Moving the cleat towards the inside of the sole did the trick (putting the shoe outwards).In my case things are worse on the RHS, where my ankle rubs on or hits the crankarm; I’d prefer the LH crank to be further in, but my ankle doesn’t rub on that side. These generally have either lower Q, or are narrower at the spindle end, or both. With (wider) MTB cranks the ankle rub issue isn’t as bad as the arms have more bend; Q can still be an issue though. (I don’t like high Q, or symmetrical Q, but YMMV.) Buyer beware, might be a quality product but look elsewhere if looking for low weight. Looks better too imo. Curious, did you buy your FSA cranks through an official retailer. Those weights seem very off, as it the arms themselves aren’t hollow? Official weight for the set is 620. So 633 is within the margin of manufacturing tolerance. But your set gave me hope it would be lower. Quick question, how do you remove the non-drive side from the spindle.

    Before installing any Mega Exo crankset, make sure bottom bracket shell is faced so it measures no more than 68mm, 73mm (MTB), or 70mm (Italian) wide. Even though the pedal washers may be supplied with some alloy cranksets, they are not required for pedal installation. The pedal washers are required for all carbon cranksets.It is recommended to use the socket style tool to obtain proper torque when tightening the bottom bracket and extractor cap. I think the set I have is one of the early ones (march 2004) - it only had a metal ring on the driveside.I did not actually have a problem until I swapped out the standard Mega Exo bottom bracket with FSA's ceramic bottom bracket and installing the teflon o-rings on both drive and non-drive side of the crank, the fit was too tight and the cranks had considerable drag. I thought about facing the bottom bracket shells on our TCR but instead opted to omit the the non-drive side teflon o-ring which solved the problems - same holds true for our 07' ISP framesets. I crushed the bearings of a BB because it was too tight at torque. Going with less torque is no solution as the crank arm will come off in time. Apply a thin layer of grease to the threads of the BB shell. Note that both cups are not the same, each cup will have an etching stating its proper position. Cups must be installed aligned in the BB shell. Cups that are not aligned may cause thread damage and effect rotation. With right side installed, install and tighten the left side. You can use a torque wrench to further tighten BB cup to suggested torque measurement. This may require a specifically sized socket tool. Completely insert drive side crank arm and spindle completely through both bearings. Install other crank arm with spindle and tighten with allen keys. Also tighten pinch bolts of crank arm after spindle has been tightened by using 5mm allen key. The cranks are fitted with toothed sprockets called chainrings that drive the chain.

You need the right tools of course, in this case a Park Tools BBT-9 spanner which will work for all Shimano Hollowtech II and FSA Mega Exo BBs. The FSA crank doesn’t need a separate crank extractor as it’s built-in to the non-driveside crank. As you rotate the key it will pull the crank off the splined shaft which is permanently attached to the driveside crank.Now simply unscrew the BB cups from the frame using the BB spanner. Spinning the bearings around by hand meant you could easily feel the notchiness and play that led to the decision to replace the unit in the first place. Sinse steel is tougher it can cause it to break or stripp the threads of the bottom bracket if not properly secured. It caused some wear to occur on my really tight bottom bracket.I will tell the truth the old BB was on for so long I did have to use a pipe wrench to get it off. For the home cycle repair person this is what you need to do your BB up right.You can probably see from the photo that this tool goes over halfway around the bracket, so the grip is solid. It's a very secure fit so if you exercise a bit of care, it will not scratch your socket. It's long enough to provide the adequate torque without straining yourself. If I had a bike shop, I might invest in the socket, but for a guy who might use the tool every 5 years or so, this did the job just fine. If so then the problem is most likely that when the spindle is inserted into the bottom bracket, there is not enough of the splined end of the spindle protruding beyond the 'face' of the plastic bearing dust cover. Remove the non-drive side crank arm and examine the spindle - if you cannot easily see the end of the splines, then you will have a problem with binding under proper crank bolt torque. The result is that the width of the bottom bracket is reduced and to prevent lateral play, FSA added a steel wave washer to which serves to keep pre-load on the system. For non-K-Force Light users, I have found that if you remove the inner alloy sleeve and the rubber frame bushing, when you insert the spindle you will now be able to see the end of the splines on the non-drive side crankarm and that when tightening the crank arm crank bolt, most likely the bolt will bottom at the proper torque and should no longer be able to come loose during use. MegaExo crankset: I assume that the FSA left crank arm actually bottoms out against a shoulder on the spindle, so the fixing bolt can reach a specified torque and hold the left crankarm in place. If it can't reach this shoulder, then the problem is what I've desscribed. Some width check with a micrometer might prove this out.

    You need to figure out if all of the problem is the BB shell width or also involves the BB cups and bearings.The inner sleeve (3) is not structural. No risk of harm from not using it. The inner rubberized washer (5) I find typically smashes and buldges out. I have tried with and without. The outer little washer (8) I have used and not, also, experimenting. What I found was tht with out 07' Giant TCR Advanced ISP framesets, using the wave spring washer produces too much preload and I ended up using the teflon o-rings instead of the wave spring washer.This is the FSA ceramic model bb. Reinstalled the bb, and sure enough, there is about a 1 mm space between the flange of the bb cup on the left side and the frame. Installing the crank, it seems to bottom out and bind up before the bolt is tight. So, I tried not using either the inner or outer sleeve, and installed only the bb cups on each side. Installed the crank again, and full tight, there is no binding, and no play (not using any of the washers). So, should this work. What do those sleeves do, anyway. Our time trial bikes (Giant TCR TT Composite) with Ceramic MegaExo bottom brackets have been running sans inner and outer sleeves for more than a year and have suffered no ill effects but they are not used everyday as are our road bikes.

Besides, being ceramic bearings, aren't they supposed to survive everything short of a direct nuclear blast. Don't most of the new bb designs rely solely upon the bb housing -- the frame, for alignment, with no sleeves. Don't know why this design should not work as well. The bb spins sooo much more freely without the sleeves, yet the bolt is fully tight, and still no side play. I do have a concern that a vital part of the system seems to be the plastic bearing covers between the bearings and the bb axle and cranks, and I wonder if they may wear prematurely, compared to designs where the bearings directly meet the metal axle and metal bb cups. Very smooth, and no detectable looseness. Will report back long term.Any damage? I'm having the binding problem myself. First, the inner slleve. My best understanding of the inner sleeve use is to prevent overloading the bearing inner race when torquing the the left crankarm in place. However, It can't really, happen because, at my experience, your each the appropriate torque on the bolt BEFORE the crank arms start to push against the bearing inner races (the load allowing to reach the torque is from the press fit of the spindle splines). Above that, this inner sleeve can cause bearing overloading itself and causing binding just by torquing the bearing cups in the frame if this one is slightly narrow, so it causes the problem that it supposes to avoid. My BB shel is exactly 68 mm and this inner sleeve caused binding just by torquing the cups (even with the crush washer). So to recap, it can't prevent bearing overload by torquing the bolt because the load is created by the spline pressfit, if the BB shell is slightly larger so the slleve does not touch the bearing inner races it's then useless, if the BB shell is slightly narrower, the sleeve causes bearing overloading and binding just by torquing the cups. What a good design. Not only it causes problems, it does not solve any and add weight. OK for the inner sleeve. About the outer sleeve: My best understandinf of the outer sleeve use is to prevent bearing contamination by the BB internal such dirt and water. It's true if your BB shell is open to other frame tubes or the exerior. Mine is completely closed and sealed, so no big deal. The second role would be to control the width between the 2 cups by allowing a specific distance for which the spindle must protrude on the left hand side in order to prevent lateral play.

    But if your BB shel is correctly faced at 68 mm, lateral play won't be a problem or well controled by the blue orings, rubber crush washer and even the torque on the bolt (remember the spline press fit, higher the torque, tighter fit, left arm deeper intrusion on the spindle). Forget the pseudo outer sleeve third role of helping the alignment of the cups: the sleeve is connected to the cups by slight fit with rubber oring, so it can't align anything. So to recap the outer sleeve role, if your BB shell is sealed and not connected with other frame tubes and well faces at 68 mm, you don't need it either. That's why and get both sleeves out of my bike.With a bottom bracket shell of proper width and adequate facing (most are fine out of the box), when tightening the crank bolt on the non-drive side crankarm, the splines of the spindle should 'bottom' on crankarm at about the point specified torque is reached. If you want a way to test the installation - whether using the older BB-8000 MegaExo bottom bracket or the newer BB-8200 Ceramic MegaExo bottom bracket supplied with K-Force Light and NeoPro TT cranksets, before installing the bottom bracket, press the bearing cups onto each end of the outer sleeve and then insert the crank spindle into the bottom bracket. Observe the splines at the point where they protude from the non-drive side bearing and make sure that the point along the spindle where the splines end (spindle splines end and smooth shaft surface starts) is visible beyond the bearing cup. Now using this as a reference for when the bottom bracket bearing cups are installed in the frame, inserting the spindle should produce the same result. The point where the splines on the spindle end should be visible - if this is not the case, then the non-drive side crankarm will not seat completely when the bolt is tightened and as many have experienced, will most likely come loose quite soon.

    Finally, you can test the installation once the crankarm bolt is tightened to specified torque, spin the crankset. If the crank does not turn freely - making at least 3 or more rotations - then the bearings are binding and the crankarm is not seated all the way onto the spindle splines.Tightening the crank arm down bottomed out and bound up on both the Bianchi and Cervelo, so I removed both sleeves. Now, I can tighten the crank fully, and there is no binding at all, and no looseness detectable at all, either. Very smooth and solid. For some reason, on the Soma, the crank tightens fully with no binding with the sleeves in place, so I left them there. No problems whatsoever, after plenty of hard use. For those who have had problems with the FSA bearings failing, I wonder if it was because of binding due to the sleeves not allowing the bearing cups to be narrow enough?July 2008, there are no replacement FSA english BBs available in the market (don't know why). Therefore, I bought the ceramic Enduro bearing kit and had them properly installed. These bearings are different in that they do not incorporate a plastic outer sleeve and are sized to press into the cups without the sleeves albeit they do have outer washer rings to try and keep out water (installed). On first tightening to torque, the crank binded. I read the posts here, I removed the two outer o-rings and the non-drive inner cup rubber washer and the inner aluminum sleeve and, the bearings still bind. My BB shell measures perfectly at 68mm. Havn't ridden for a week, am really pissed with FSA as they won't talk to the customer. Any further remedies to making this work (alot invested now, no moula left to buy another crankset). I am also on my 3rd front FSA compact derailleur in 12 months as it keeps binding.

If a part defect arises and a valid claim is received within the Warranty Period, at its option, FSA will either (1) repair the defect at no charge, or (2) exchange the product with a product that is new or which is at least functionally equivalent to the original product. FSA may request that you replace defective parts with new or refurbished user-installable parts that FSA provides in fulfillment of its warranty obligation.

    It is necessary to contact FSA to determine if the product is required to be returned for inspection before any warranty remedy is affected. Do you have a specific reason to do that.I measured against them initially, but also against the downtube, against the downtube it looks like 2mm out instead of 4mm, hard to measure acurrately though. No reason to do the BB shell other than that's where i'm assuming the problem is. It seems they machined too much off of one side and not enough off the other (or the mould didn't have it in the biddle to begin with). It seems more like 66mm than 68mm. Don't think a washer would work as the drive side needs to move closer in, and putting a washer on the other side won't help as its the spline side. On the MegaExo BB's the centre aluminium tube has a certain amount of compressive movement but not that much. If your shell is measuring 66mm the bearings are being moved out of alignment when you tighten up the BB caps. Depending on which side you torque up first, it will push out the bearing on the opposite side. I would consider skimming the centre tube down (as I did) to make sure it just supports the bearing. Of course I'm an engineer and probably over did things but I'm a stickler for getting mechanics spot on. Not sure why there is no centre bearing support. When you torque up the crank it's putting a lot of lateral force on the bearing without one. Not sure why there is no centre bearing support. After installation, the centreline of both of the cranks are a different distance from the chainstays and down tube as they spin past, suggesting the crankset is not truly in the middle. Not sure if the problem is with the frame, or the facing of the BB shell, or what. The frame is new as is the crankset, so not sure what's at fault. I have installed the bb cups to the required torque, and the crankset was installed to specification as well. If I install the left crank arm to a position on the spline where the crank arms appear to be centred relative to the frame, it doesn't bring the wave washer into contact with the bearing, suggesting its not on far enough. Tighten it to required torque, then the crank arms appear to be out. They're out by 2.5 to 3mm when installed, which is going to make me convinced I'm constantly riding lop sided. There was no binding, bearings ran smooth, etc. I just installed both bearing cups to torque specs, which didn't seem to cause the internal tube to stop them, and then installed the cranks to torque spec and as described in the FSA tech docs. The result was the cranks being 3mm to 4mm to one side of centre. So undoing the nut should pull the whole piece away. A large torque wrench and rubber mallet haven't worked. After a natural disaster has occurred, the county FSA office or offices will survey the damage to farmland, determine which rehabilitative practices are needed to restore the farmland, and estimate the ECP funding that is needed. When ECP funds are available and a natural disaster occurs, the county office will assess the damage to ensure that the damage is of such magnitude that it would be too costly for an agricultural producer to rehabilitate without Federal assistance, that the damage resulting from the natural disaster is unusual in character that would not recur frequently in the same area, and that it has materially affected the productive capability of the farmland. Upon meeting these requirements, the county office sends a request to the State office detailing the description of the disaster. Only those practices identified by the county committee to rehabilitate the farmland are available to producers for implementation.

    ECP is the primary Federal emergency conservation program available to farmers to remove debris from crop fields, haul water to livestock, and restore conservation structures, such as dams, ponds, diversions, and terrace systems. Other Federal emergency programs cover damage on other types of land or buildings.The purpose of EWP is to help groups of people with a common problem; it is not an individual assistance program. Additionally, EWP must have a local project sponsor for the program, such as a State, city, or local soil conservation district, for funds to be administered in the event of a natural disaster. EWP provides funding to project sponsors for such work as clearing debris from clogged waterways, restoring vegetation, and stabilizing river banks, whereas ECP focuses on agricultural land.Because the program does not have a predictable, regular funding source, implementation may be delayed, which could exacerbate the conservation problems caused by natural disaster. At the local level, the county FSA committee determines whether to declare the availability of ECP (except for drought that is determined by the national office), requests funding, determines which producers are eligible for ECP funding, and how much land has been affected by a natural disaster. The county committee develops a preliminary estimate of the amount of funds needed to rehabilitate the farmland damaged by a natural disaster. The State FSA office reviews the request, further fine-tunes estimated funding levels, and forwards the request to the national FSA office which reviews the requests for funding and usually provides the State anywhere between 50 to 90 percent of the requested funding, depending upon allocations and obligation trends for past disasters of the same type and magnitude. Despite the complications of irregular funding for emergency purposes, State and county FSA offices judiciously manage the program.

    NRCS is paid, up to ten percent of the ECP allocation, by FSA to provide technical assistance for individual producers whose farmland has suffered damage by natural disaster and who have been approved for ECP funding to rehabilitate the damaged farmland. Although NRCS has the technical assistance responsibility for only one practice, restoring structures and other installations, FSA at the State level may enter into a reimbursable agreement with NRCS for technical assistance for other practices, such as wells, drought assistance, or removing silt from water impoundment structures. When FSA contracts for these services, NRCS agrees to support the overall goals of the ECP. Further, for NRCS to receive reimbursement for its technical assistance services, NRCS must measure and report its performance to FSA. The USDA Forest Service (FS) and State governments' State forestry officials will be technical assistance providers for ECP's forestry practice for the 2005 hurricanes. FS and State foresters support the goals of ECP.In March 2003, a Programmatic Environmental Impact Statement (PEIS) was completed for ECP. The PEIS was conducted by the Mangi Environmental Group, with assistance from FSA staff, in accordance with the regulations 40 CFR 1502.10. The PEIS proposed changes to ECP that would make the program easier to administer and prevent potential abuse. ECP's internal guidance was revised, incorporated recommended changes, and was issued on March 30, 2004. In addition, FSA will be conducting a program review meeting with FSA partners, both USDA, non-USDA, and non-governmental entities, similar in nature to one that was conducted for the Agricultural Conservation Program. A national conservation review group, made up of all FSA partners, will meet to evaluate program implementation and effectiveness and recommend program changes. Additionally, the USDA, Office of Inspector General (OIG) has conducted audits of the FSA conservation programs.

    These audits evaluated actions taken by FSA to assess the program's susceptibility to improper payments and internal controls. The OIG found that FSA made a good faith effort to adhere to and comply with Office of the Chief Financial Officer guidance. In addition, OIG has conducted other general audits of ECP with no findings of major program liabilities, although examples of improper payments and fraud and abuse of the program were at times found. FSA has responded to findings by taking action and clarifying procedure, either by issuing notices or making the necessary updates in the ECP handbook. ECP delivery is periodically reviewed in county offices by a County Operations Reviewer (COR), who reports directly to the State Executive Director and submits final findings directly to the county, State, and national offices, under County Office Operations Review Program (CORP) procedures issued by the national office. If significant discrepancies are found, a national ECP target CORP review, focusing on a particular issue or set of issues, may be requested by either State or national level program managers. The objectives of these audits are to ascertain whether FSA has established adequate internal controls to ensure the financial integrity of the program and if those controls are adhered to by FSA employees. They do not consider the effectiveness or the relevancy of the program. The reports are distributed to the State and national levels and are subsequently used for trend analysis in an annual CORP report. Funding requests and performance are not linked under the current program since funding is dependant on supplemental budget requests made after a disaster. ECP has not been included in a President's annual budget since 1997. The program has run on supplemental appropriations since that time. Generally, ECP funds are appropriated with no end date, so that if funds are not earned in one disaster, they continue to be available until the next disaster.

    These practices include such measures as removing debris from farmland, fencing, repairing or restoring conservation measures such as waterways or ponds, and drilling wells for emergency water for livestock. The result is that FSA provides needed ECP dollars to rehabilitate farmland only in counties, or parts of counties, where disasters have occurred. After a natural disaster, FSA issues press releases, holds public meetings, and gets the word out to the local community informing intended beneficiaries of the availability of ECP. An ECP signup period is held for a period of at least 30 days. If not enough funds are received for eligible applications, the county FSA office may request additional ECP funding. Any requests received at the national office for additional funding are allocated for the full request, depending upon funding availability. At least 90 percent of an ECP allocation to a State is paid directly to an eligible agricultural producer. The remaining allocation, up to 10 percent, is paid to USDA's Natural Resources Conservation Service (NRCS) to provide technical assistance to producers to implement ECP recovery practices on the ground. For ECP practices in which FSA is the technical assistance provider, 100 percent of the funds are paid directly to producers. NRCS is the technical assistance provider for one practice, restoring structures and other installations, although FSA may enter into a reimbursable agreement with NRCS at the State level for other practices such as wells, drought assistance, and removing silt from water impoundment structures. A primary example of this targeting would be ECP funds appropriated for 2005 hurricane damage. FSA established a new policy prioritizing practices by tree planting species with the higher environmental benefits getting the higher priority for funding. This targeting of resources addresses the program purpose directly and reaches intended beneficiaries.

    The measure identifies the percent of ECP counties that are returned to the long-term projected acreage trend in each county within a two-year period. Using National Agricultural Statistics Service (NASS) data, an acreage trend is estimated for planted program crop acreage for each county that has received ECP funding for a specific fiscal year. This trend analysis is used to model what the expected county acreage would be in the year of the disaster and each of the two years following the disaster if the disaster had not occurred. A comparison between actual acreage in each of those years with predicted acreage from the trend analysis model allows us to see how closely acreage in the county is tracking with the overall trend line. The underlying assumption is that ECP will help restore land back to the long-term acreage trend in each county. We would expect a drop in acreage during the year of the disaster, but over time the ratio of actual to predicted acreage should approach one. FSA is working diligently to develop at least one more annual goal. The annual efficiency measure is to reduce the response time from the date of no-drought disaster to the date a funding request is received by the national office. The measure is discrete, quantifiable and measurable. The targets, derived from the baseline of 41.13 days, are: FY 2005 41.13; FY 2006, 40.88; FY 2007 40.63; FY 2008 40.38; FY 2009 40.13; and FY 2010, 39.88. Baseline data included FY 2003 and 2004. The actuals are FY 2003 42.21 days; FY 2004 96.39 days, and FY 2005 40.05 days. ECP must develop at least one more acceptable additional annual measure to receive credit for this question. The measure does have a baseline and targets. For example, USDA's Natural Resources Conservation Service (NRCS) is a technical provider for ECP.

    Having funding available when a disaster occurs greatly increases the speed that assistance is available for an agricultural producer affected by the disaster. If funds have to be requested from Congress, then the request and waiting for funding slows down the program's ability to respond to the agricultural producer's plight. FSA conducted extensive strategic planning exercises from which clear mission, vision, and goals were developed. In-house personnel have conducted headquarters and field communications, strategy sessions, and planning meetings throughout each year.The information collected by ECP does not consider the performance of NRCS, FSA's primary partner in the program. FSA does collect statistics to monitor ECP performance and the financial aspects of the program in addition to highlighting the effectiveness of ECP practices on the land. A primary example is the use of National Agricultural Statistics Service (NASS) data to demonstrate program performance as outlined in the response to question 2.1. Information obtained from NRCS, one of FSA's partners in the program for certain practices, verifies the extent of use of different practices, and that the practice has been performed to technical standards and specifications. FSA collects contract information, on all ECP contracts, including the types of conservation practice installed, acreage affected, location of the land, and other characteristics of the land. FSA's technical assistance provider, NRCS, also plays a role in collecting data for program management by reporting practice implementation extents and acres served or affected. By reviewing funding availability, either unobligated or deobligated, program managers can return funds that are unneeded in one area in order that those funds may be allocated in areas affected by other natural disasters. County FSA committees review reports at their monthly meetings to view progress of practice implementation.

    If practices are not being timely installed, then producers are notified and approvals cancelled to ensure funds are being used timely for the purpose in which they are intended. State FSA offices review funding levels and practice implementation on a regular basis, providing oversight for ECP implementation in county FSA offices. The national FSA office reviews funding levels and practice implementation on a regular basis as well. At all levels, if discrepancies are noted, follow up action is quickly initiated.FSA reimburses NRCS up to 10 percent of its ECP allocation for continuing assistance in technical matters. To receive payment, individual memoranda of understanding are established on the state level between these partners. Some of the agreements have no specified timeframes and quality standards for deliverables. There are no contract deliverables for quality assurance with NRCS. Federal employee performance elements are directly related to the FSA Draft Strategic Plan. In addition, USDA identifies program and objective accomplishment targets in individual performance plans for employees who help deliver the program. Other USDA partners similarly are held accountable. FSA reimburses NRCS up to ten percent of its ECP allocation for continuing assistance in technical matters related to certain practices for which NRCS has technical assistance responsibility. To receive payment, a memorandum of understanding (MOU) is established in each State between these partners. For practices where NRCS performed the technical assistance, NRCS must provide verification that the technical standards and specifications for each ECP participant have been met prior to receiving reimbursement from FSA. There are no contract deliverables for quality assurance with NRCS, but if assistance is not provided per technical standards and specifications, NRCS is not paid.

    The USDA Forest Service (FS) and State government foresters will also be providers of technical services for ECP forest practices and FS (acting for itself and State foresters) and FSA are currently developing a national MOU that will hold FS accountable for cost, schedule, and performance results on a contract-by-contract basis. Contract funding data is continually reviewed by headquarters staff and discrepancies are reported to management. Action is taken to correct any deficiencies.The report stated that FSA had not collected and analyzed sufficient information to determine the extent of improper payments in its programs. The agency's Financial Management Division did not consider the results of compliance reviews, audits, and the FSA County Operations Review Program when determining the programs' risk for improper payments. While there were no ECP specific findings contained in the audit, it was one of 19 programs reviewed. FSA has revised its procedure for risk assessment for improper payments, which includes external and internal oversight reviews that should further reduce any risk of ECP improper payments. In recent years ECP has not demonstrated that it obligates emergency recovery funding in a timely manner consistent with the overall program plan; from year to year, the program typically carries high unobligated balances relative to its appropriations. ECP funding is spent for the intended purpose and accurately reported. ECP does have procedures for reporting actual expenditures. The county FSA office, when requesting funds, surveys damage to farmland caused by the natural disaster to determine which practices under ECP are high priority and needed in the affected disaster area. Only those practices are then available to producers for implementation. The result is that FSA provides needed ECP dollars to counties (or parts of counties) where disasters have occurred. An ECP signup period is held for a period of at least 30 days.

    If not enough funds are received for eligible applications, the county FSA office will request additional ECP funding. A request received at the national office for additional funding is allocated at the fullest extent possible, depending upon funding availability. County FSA committees review reports at their monthly meetings to review progress of practice implementation. ECP funds are available until expended. ECP does establish schedules for obligations with their primary partner, NRCS. ECP is in the process of establishing schedules with Forest Service as the result of the latest supplemental that includes coverage for trees.The measure is to reduce response time from the date of non-drought disaster to the date a funding request is received by the national office from 40.05 days to 39.88 days. The program will either have to develop a new, more ambitious measure that captures a greater span of the program or develop additional measures. ECP has established some limited procedures for reviewing ECP costs, but the agency has not provided adequate evidence that demonstrates how these processes achieve or improve the program's cost effectiveness. County FSA committees are tasked with setting up payment rates for practice components within national parameters for program implementation to ensure fiscal integrity and fairness to all program producers. FSA District Directors review the county committees' program implementation to further ensure program integrity. FSA also tracks the time it takes county office staff to process ECP contracts. FSA intends to convene a task force beginning in August 2006 to review ECP policy and procedures to update and streamline ECP operations to a Web-based platform.

    By moving to Web-based applications, the Agency will be in a better position to monitor and query program data to research and increase program efficiencies. This progress will be accelerated as funds are made available. In addition, FSA is moving into integrated Geospatial Information Systems (GIS) technology and processes to enhance business performance, which, in turn, increase efficiencies and cost effectiveness in program execution. This task force will be made up of FSA personnel and other partner agency members. ECP program managers conducted a certified training course the week of May 22, 2006, for States affected by 2005 hurricanes. FSA conducted this training for FSA State office and certain county office employees, as well as NRCS and FS participants in conjunction with NRCS and FS employees and State government forestry employees. FSA State office employees will, in turn, train their county FSA office employees. In addition, an ECP notice was issued to States addressing findings from the FY 2005 County Operations Review Program Report that was issued in February 2006. County Operations Reviews regularly review ECP program implementation. County FSA committees are tasked with setting up payment rates for practice components within national parameters for program implementation to ensure fiscal integrity and fairness to all program producers. FSA District Directors review the county committees' program implementation to further ensure program integrity. FSA also tracks the time it takes county office staff to process ECP contracts.FSA conducted this training for FSA State and certain county office employees, NRCS and FS employees, and State government forestry employees. The training included presentation by FSA's Emergency Forestry Conservation Reserve Program (EFCRP). FSA ECP and EFCRP managers coordinated the programs at the national level to be able to assist as many producers affected by the 2005 hurricanes as possible.
