No reason to do the BB shell other than that's where i'm assuming the problem is. It seems they machined too much off of one side and not enough off the other (or the mould didn't have it in the biddle to begin with). It seems more like 66mm than 68mm. Don't think a washer would work as the drive side needs to move closer in, and putting a washer on the other side won't help as its the spline side. On the MegaExo BB's the centre aluminium tube has a certain amount of compressive movement but not that much. If your shell is measuring 66mm the bearings are being moved out of alignment when you tighten up the BB caps. Depending on which side you torque up first, it will push out the bearing on the opposite side. I would consider skimming the centre tube down (as I did) to make sure it just supports the bearing. Of course I'm an engineer and probably over did things but I'm a stickler for getting mechanics spot on. Not sure why there is no centre bearing support.
